Job Title: Director Human Resource and Administration

Purpose of the Job
To head the Directorate of Human Resource and Administration and as such, provide Strategic and professional leadership and guidance in the planning, development and management of the UNEB Human Resources and support services in accordance with the relevant policies, laws and regulations.
Main Duties and Responsibilities
  • Providing leadership in the supervision, formulation and review of Human Resource and administrative policies, procedures and regulations for the Board;
  • Providing professional advice and guidance on matters of human resource and administrative policies and standards for the Board in order to ensure that the Board fulfills its mandate;
  • Ensuring compliance with the national labor laws and UNEB HR regulations;
  • Coordinating of workforce planning, recruitment, deployment, confirmation, promotion and disciplinary cases of all staff;
  • Initiating the development and maintenance of appropriate employee performance management systems for the Board;
  • Overseeing and guiding training, staff development and career progression initiatives;
  • Ensuring proper management of employee relations, discipline and grievance handling;
  • Coordinating the management of the Payroll, employee compensations, benefits, gratuities, pensions and rewards;
  • Promoting staff welfare, occupational health and safety programs;
  • Overseeing provision of administrative support services such as office management, transport, fleet management, security and facilities management;
  • Ensuring proper records and registry systems in line with government standards;
  • Offering secretarial support services to the Human Resources Committee of the Board;

Person Specification & Terms

Person specification: (i) Academic/Professional Qualifications • Hons Bachelor’s degree in Human Resource management or Social Sciences or Arts or Management Sciences or Administration or Education or Business Administration (Human Resource or Management option) or Social Work and Social Administration (SWASA) or Development Studies or Organizational/Industrial Psychology. • Master’s Degree in Human Resource management or Business Administration (Human Resource Management option) or Public Administration and Management or Management and Organizational Development or Organizational /Industrial Psychology. • Membership with a recognized Human Resource professional body or Association is an added advantage. (ii) Work Experience • A minimum of fifteen (15) years of relevant/related work experience in Human Resource Management, at least three (3) of which should have been at the level of a Manager in a Government Body or a reputable Organization. (iii) Skills/Competencies/Personal Attributes • Proven leadership abilities • Prudent decision making • High interpersonal and communication skills • Basic financial management abilities • Word processing, spreadsheets and database applications • Excellent working knowledge of policy formulation • High degree of confidentiality and integrity (iv) Age Limit • Not more than 55 years old Terms of Service • Contractual Terms of five (5) years, renewable upon satisfactory performance following appraisal and mutual agreement.

Purpose of the Job
To head the Directorate of Research and Development and as such oversee the Research and Development function of the Board, Consultancy services and the National Assessment of progress in Education so as to inform national educational policies.
Main Duties and Responsibilities
  • Initiating, planning and designing a Research Agenda and/or a strategic plan for the Directorate that is aligned to institutional goals.
  • Coordinating and guiding research work related to examinations at Primary and Secondary Levels as well as other aspects of research in the other units of the Board.
  • Ensuring that all data related to students’ performance is gathered, analysed, securely stored and coordinating publication of reports on students’ performance in examinations.
  • Ensuring that research findings and recommendations are disseminated to concerned stakeholders particularly the policy makers.
  • Ensuring the documents for awards are prepared and well maintained.
  • Coordinating and guiding the activities of National Assessment of Progress in Education and Continuous Assessment, aimed at informing educational policy.

Person Specification & Terms

Person specification: (i) Academic/Professional Qualifications • Hons Bachelor’s degree in education or Arts /Sciences or Social Sciences or management sciences with a post graduate diploma in education OR Hons degree in either statistics or economics or a related field. • Masters’ degree in Education/Statistics/Economics/Management Sciences with special training in Measurement and Evaluation/ statistical analysis or curriculum Development or related field. • A PHD is an added advantage. (ii) Work Experience • Minimum of 15 years’ experience in Research, educational planning or curriculum development, at least three of which should have been at the level of head/leader of a research function/programme/project in a reputable educational institution or organization. • Evidence of research publications in a reputable journal or by a reputable organization. Purpose of the Job
To head the department of Reprographics and as such, direct and manage all the printing activities at the Printery.
Main Duties and Responsibilities
  • Directing and controlling the staff of the department to ensure that they carry out their responsibilities effectively in line with set targets.
  • Ensuring that all the examinations and examinations materials for the Board are securely produced and as scheduled.
  • Raising income for the Board by undertaking quality printing works for external customers particularly other examinations bodies.
  • Ensuring proper maintenance of production facilities so as to sustain steady production.
  • Reviewing, monitoring and making periodic recommendations for updating the production facilities in accordance with departmental business plans and management decisions.
  • Reviewing and monitoring production systems security, integrity and disaster preparedness and making recommendations for smooth production continuity.
  • Studying and monitor printing industry trends/emerging technologies and advise management on the best solutions to adopt to optimize output.
  • Guiding and advising on the development of marketing commercial printing activities for income generation.

Person Specification: (i) Academic/Professional Qualifications • Either a Hons Bachelor’s degree in Mechanical Engineering/Electro-Mechanical Engineering with at least a certificate in printing Technology from a recognized institution OR • A minimum of a Diploma in Printing Technology and or Print production or a related field from a recognized institution OR • A Higher Diploma in Mechanical/Electrical with at least a certificate in printing Technology from a recognized institution N.B: Additional qualifications in Printing Technology and or Management Studies is an added advantage. (ii) Work Experience • Must have minimum of 12 years’ experience, in the printing industry at least three of which must be at the level of senior Officer in a reputable institution. (iii) Skills/Competencies/Attributes • Ability to work as part of a team and to develop subordinates. • Excellent interpersonal management skills. • Oral and written communication skills. • Strategic and conceptual ability. • Proven ability of multitasking and meeting timelines. • High degree of integrity and confidentiality.
